The National Guardian’s Office (NGO) is funded by CQC, NHS England and NHS Improvement. It is a small, functionally independent office that supports the National Guardian. It is responsible for supporting a national network of Freedom to Speak Up Guardians, challenging and supporting the healthcare system to improve speaking up, and carrying out case reviews.

About the Role
Sir Robert Francis’ report ‘Freedom to Speak Up’ was published in February 2015 and included a recommendation for the appointment of a National Independent Officer (National Guardian), who can provide leadership to influence the creation of an environment for all NHS staff to speak up safely. The National Guardian (Dr. Henrietta Hughes) took up office in October 2016.
The National Guardian has developed a network of locally appointed Freedom to Speak Up Guardians (FTSUG) and supports them through establishing common standards in the role, sharing good practice and providing training and development opportunities. There are now over 1,000 individuals acting as Freedom to Speak Up Guardians, or in a supporting role, in NHS trusts, a wide range of independent providers of healthcare, NHS leadership organisations, regulators and some non-health organisations. In 2017/18, NHS Guardians in trusts handled over 7,000 cases.
NHS England has asked the NGO to support the implementation of the guardian role in primary care organisations, and to develop an integrated approach that will promote speaking up across traditional primary- and secondary-care boundaries. To lead on this significant change, the NGO is looking to develop an integrated locally-led approach which will require the development and monitoring of ‘local integration plans’. There will also be significant changes in the office with the appointment of the NGO’s first regionally-based staff, and transition from its current 10 regions to 7 new regions.
The Senior Project Manager is integral to this transition and will be expected to work with senior leaders in the NGO, and newly appointed Regional Liaison Leads, to both develop and monitor local integration plans whilst also developing and monitoring progress against plans for the changes in the NGO that will be needed to support this work.
You will be responsible for ensuring the delivery of new products and services is to the appropriate level of quality, on time and within budget whilst pro-actively monitoring progress. You will also be adept at producing project performance reports and identifying and mitigating any risks.
An understanding of the NGO, its role and responsibilities is also essential.
